Possibly mob eggs rare decorative blocks cracked/mossy stone bricks, prismarine, sea lantern? a few warps perhaps maybe one piece of enchanted diamond gear?

Ok, through permissions I can do commands like /back or /craft, I can also implement exp modifiers for mcmmo skills. Same with cooldown. All of those seem like good perks to run with, though perhaps a cooldown on the /back command.
Eggs, rare decorative blocks and custom enchanted gear are good too. I had some ideas for some specially made items that people might like if I can get them to work right. I am thinking stuff like "potion of chicken summoning" as sort of goofy fun items for people to lightly troll one another with.
I'll admit, not that bg a fan of giving players fly in general. I view it as a mod/admin tool, really not greatly sold on the idea of giving it to regular players, even donors, as it takes a lot away from the survival thing. And while we are a build server, the fact all the user builds are worked for and dedicated to by people who farm and collect the stuff is sort of important to keep in mind.
Warps should be limited as well for the same reason, or at least with regard to the sort of warps that act like home tp's and the like.
some ideas for other rewards we can do though. -Player heads -Wall of donors, complete with their own banner being shown off. -SpawnWarps - basically, a custom warp somewhere in or near the spawn hub so you can show off your build to people. I believe we can rig something like that out of command blocks even so likely wont need any more plugins there.
On a slightly related topic, since people mentioned sea temple blocks and such, those I have a different idea in mind for. Quartz, Sea Temple blocks, and the new end blocks I suggest we do with what we did when quartz first came out. We added them to the mcmmo drop tables so that there was a way to slowly gain them by legitimate playing, as well as in bulk from donation.

The current donor kit is far too overpowered, assuming the time between donations is 28 days and allowing donors to spawn this once every 28 days, with salvage anvils the diamond gear alone is worth 152 diamonds. Casting it every day will also net you 14 stacks of golden apples and 84 mob eggs. I think they'd be better as a one-time thing, but with all the other benefits this is overkill.
Other than that, basically I agree with everything Matt said.
